When is your shipment dutiable?
In general, goods are dutiable and documents are not. But the definition for a dutiable shipment differs from country to country. In the Bahamas, a photo is a document, so not dutiable, but for Argentina that same photo is a dutiable shipment.
Who pays what?
When you send a dutiable express shipment, you as the sender pay the transport costs. The recipient pays any import duties and taxes that DHL Express advances for handling at customs.
As the shipper, you can also choose to bear all costs, including import duties and taxes. Then you opt for the 'Duty Taxes Paid' (DTP) service at DHL Express. This way you avoid surprises for the recipient, your customer.
